In this article the author Kalpana Kannabiran, Director, Council for Social Development, Hyderabad, applauds the Justice J.S. Verma Committee for not merely confining itself to criminal law relating to rape and sexual assault, but comprehensively setting out the constitutional framework within which sexual assault must be located. She also praises the Committee for drawing out the political framework within which non-discrimination based on sex must be based and focusing on due diligence by the state in order to achieve this as part of its constitutional obligation.
